New build will start up for 1-2 seconds than will turn off. Repeats until I turn off PSU.

MOBO: MSI Krait Edition z97
CPU: Intel 4690k
Cooler: H100i
GPU: GFX 970
Case: Crosair 940 air
SSD: Samsung 830
PSU: Crosair HX750

When I go to turn on the computer all the fans (GPU, Front, Rear) and lights turn. The two fans connected to the h100i do not turn on. The system then turns off at after two seconds and continues to do this until I turn off the psu. The 24 pin and 8 pin are connected to the mobo. I have tried to remove the gpu and move the sticks of ram in different slots. Still get the same results, I'm stuck...

Usually when they do that it's a short somewhere. Unplug all the USB ports (I've had them come from the factory wired backwards) and see if it still does it. If it does, check for other things like standoffs in the wrong place, etc.

When I unplug the usb cord that comes from the front I/O it doesn't get any power and will not turn on.

Yeah I thought that was weird, you are correct. Okay here is an update, I removed the motherboard completely from the case and hooked it up on the outside. Everything works fine as long as I don't use any other DIMM slot but 4. Before I RMA'd the mobo I decided I would put it back in the case and see if I can get everything else to work. Well after putting everything back in it started acting up again.

The only difference I could think of was now the H100i was hooked up to the backplate. I removed it from the backplate and EUREKA it stays on again. Somehow the H100i is causing a short, I'm researching it now to see if I can fix it. I still have to RMA the mobo, but hopefully I can fix this problem before the new one gets here.

If it has to do with the backplate, check and be sure that one of the little "tabs" that normally touch the top of the USB ports didn't accidentally go inside the port housing instead of on top of it. It's pretty easy to do and it can cause problems.
