The current motherboard i have is an ASRock n68 vs3 ucc
Today i was replacing the Thermal Paste on my CPU whice is a X4 640 and replacing the Thermal Paste on the North bridge.

while doing that i noted a strange spot beside the Front panel connectors for the power buttons etc. It looks like something blown. Also the Ram has some thick liquid on it. And i looked through the holes in my PSU and saw there are parts with Big White stuff around them.

I got less than 1 month of warranty left. it is a custom build so i got 1 month of warranty left on all the components whice i bought

They have a liquid called flux or soldering paste used when making boards if not removed(many of the ones used for these kinds of things do not have to be removed) it looks similar to your images and dust sticks to it making it look worse.

The location on the board is labeled with a Q so it is a spot for a transistor or you may have one under the dust. The memory seems to be soldering paste as well.

The white glue in the power supply is to try to prevent vibrations and help hold parts. Wire coils vibrate when subjected to certain frequencies. The can reduce the issue.
