USB Ports won't turn off. ASRock Z97 Pro4

So I've built my first PC. I've been able to solve a few of the problems myself, such as having files saved onto my HDD by default instead of my SDD, and solving a problem where my PC simply would not stay off. But now I have an issue where my USB ports won't turn off and I cannot figure it out. This is rather annoying because my mouse has an LED and it's really bright and I want it to be off when I sleep. This is my build: [I'm running Windows 7 Home Premium 64-bit]

MoBo: ASRock Z97 Pro4
Processor: i5-4690k
Hyper Evo 212 cooler
GPU: Radeon R9 285
PSU: Antec HCG-620w
Samsung 840 Evo / WD Blue Cavalier
Corsair 200r case.

I've checked my manual for my MoBo: ftp://66.226.78.21/manual/Z97%20Pro4.pdf and can't seem to find anything to turn off USB power.

I've checked the BIOS and found nothing.

I've gone into computer management and under Universal Serial Bus Controllers, I've pressed any button that would be remotely relevant to power settings, and under my control panel > power options, Ive gone into advance settings and turned USB selective suspend setting to disabled and still my USB ports will not shut down with my pc.

Ah sorry, I did see it. I actually checked this a while ago and those are all disabled.

There is not. Currently the only devices plugged into my USB ports are my mouse and keyboard, both of which have LEDs, I've unplugged all the other items while I try to figure this one out.

+ the only other external items plugged in to the motherboard overall would be my modem and monitor at the moment as well, everything else was removed.

I know this is old but I just found the fix for my H97 and it may be the same for the Z97. I went to Advanced>Deep Sleep and enabled it. Hope this helps if anyone is still stuck.
