Newly built computer flashes on then INSTANTLY off, CPU fan moves a centimeter, have to un-pug and re-plug to turn on again.

freshly built computer, attempting to start it, and what i mentioned in the title happens.no beeps

I have no RAM installed (shouldn't matter though right?)
PSU fan does not start, case fans do not start, but CPU fan does for split second.
I believe I have attached the heatsink at least mostly centered.

I dont think the motherboard is shorting (thoroughly checked), but I did drop a screw driver on it a couple o' times...

Is it likely my power supply is (completely new) broken? or CPU?? Motherboard??

Im testing it with a voltmeter tomorrow, but if it comes up as fine... whats my next step? new motherboard?

just to clarify, the computer will actually turn off during POST if ram is not installed?

I know it wont boot, obviously, but I was under the impression that for at least a few seconds the computer would stay on. like, fans whirring, hdd light on, that sort of thing. Am I wrong?

figured it out, it was a pretty dumb problem... I hadn't noticed that one of the fan cords that hooked into the PSU molex and come loose and that broke the circuit I guess, stopped the whole thing from working
