Custom water cooling noob needs serious help

I'm looking to nicely OC my i7 4790K with a custom water loop. I can only use a dual 140 or dual 120 RAD and I want it to be translucent (including the waterblock) for looks. price isn't too much of an issue. Or if you can suggest any AIO's that suit my needs please suggest

You want the radiator to be translucent? I've never seen a translucent or transparent radiator, they're designed for heat transfer so they're made of metal since metal's a far better conductor of heat than any plastic. If the radiator were translucent it would have to be made of some sort of glass (too fragile I'd think), plastic or a form of plexi/polycarbonate. Those materials would insulate and make it very difficult to remove heat from the cooling loop. Some waterblocks have a translucent cover, but only on top. The contact surface is again metal.

Yeah, rads are metal for a reason so unfortunately glass acrylic or clingfilm are out I'm afraid, what you could do is hide them if aesthetics is a primary drive of your build so we need to know a little more of what you want to achieve before we can best advise an approach :)
