So I just recently upgraded from a Radeon R9 270x to an R9 290.

My average FPS in FarCry 4 (ultra) with the 290, is about 40-50. (Which I think is pretty decent.)
So I decided to open Minecraft, to see if there's been any significant FPS change there, and surprisingly, the FPS actually around the same between the 270x and 290. 270x would average 70-110, while the 290 averages 70-120.

Solution
Minecraft is mostly CPU driven so it's not that surprising the performance is consistent across video cards. Unless you are using better texture packs, the GPU won't really be utilized as much as it could be.
