Weird Artifacting from GTX 780?

I have recently noticed this problem where my system will show tiny blue dots scattered all over my screen, but only on certain gray colors. For instance, in League of Legends, when you die, half of the screen will have these tiny blue dots on some of the gray shades.This also happened on a few Youtube videos as well. It is rather noticeable and is starting to annoying me. Can somebody please help?

P.S. My graphics card is not overclocked only my cpu is, but I have tested for hours worth of stability and I would not imagine that being a problem anyways. I have the latest nvidia drivers as well, but not beta. My monitor is rather good, it is an asus mx239h and I have just noticed this problem about a year after having this system.
 
Solution
If your last resort is making you get a brand new functioning GPU in about a week it is not bad. :D
I know this may seem extremely painful now but if your card does have a manufacturing issue you better get rid of it before the warranty expires.
Contact them explaining your problem in the first place, maybe they have experienced this issue before.

Ok, I have an evga card, so I will use precision x, but I will get back to you later after a few hours of testing around with it

So I have been doing quite a bit more testing and when completely under clocked this is still happening, I have a screenshot took with phone to show exactly what it is. Keep in mind this was on a still website with no moving shades of colors.If you look closely, you can see scattered blue dots that move across the screen even when it is still within those certain shades of gray.

Wow that is super weird, so this happens all the time or just in game?
Are you sure your monitor is not the problem? Are the blue dots moving around or always the same pixels?

Could you try using onboard graphics or whatever other device plugged into your monitor to make sure of that?

Sadly, I have just plugged in my onboard graphics from a 4770k and I do not see any artifacting. So I guess there is a problem with my graphics card. Is there anything you might be able to suggest to help, or will I just have to invest in a new one? I really don't want to drop 500-600 dollars on a new one right now.

Try to contact your manufacturer technical support / after sale service.
Your product should be under warranty and should not behave like this unless you have tempered with the hardware.

RMA could be a painful process but you might be able to get a new one for free.

Ok, so Im not sure what exactly happened, but when I called the rep told me to try installing an earlier driver, so I did. I still noticed it ever so slightly, but it is actually tolerable now. Then I unistalled that version and began to use the new version and now there is only an occasional dot here and there so I think I will hold on to the card a little while longer. After all I do have three year warranty for replacement. Thanks for all your help though, I do appreciate it.

So, the problem slowly came back and I decided to do an RMA. I finally got an RMA back from them today and the problem still persists, is there anything else I should check in order to solve this, since its obviously not a gpu problem now.
