PC won't stay on after Reseating RAM

Hey.

I tried reseating my ram because my Windows said not all of my ram was "usable".

When i plugged the pc back in and tried to boot up it lost power after a few seconds. The amount of time in between attempts reflected on how long it stayed on. If i tried booting immediately itd shut off almost immediately If I waited 15 minutes It'd make it all the way to the Windows start up then it'd shut down.

Do I just need to wait overnight for the pc to "recharge"? Did I break something? I tried to be specific with my problem and hopefully I can get a specific answer.

I didn't have to disconnect the cpu cooler or fans. Thought I did give it a push to make sure it was securely in place. So if anything I gave it a nudge.

The farthest my pc has gotten is all the way to my desktop now. Still feels like the longer I give it without turning it on, the longer it lasts.
