pc won't turn off after shutdown

About a month ago I had to clean out my gaming pc because my GPU's where reaching critical temperatures. so I pulled my pc apart and started cleaning out all the dust. After that I uninstalled the CPU heat sink for cleaning. I noticed that the thermal paste was old and dried out so I cleaned it off and put some new thermal paste back on. Then I put the cleaned CPU heat sink back on. I decided to disassemble and refurbish the GPU's later. So I turned on my pc and checked the bios on start up to check my pc's temperatures to make sure that everything was fine. I continued with start up and tested my pc's temperatures while playing a game. After that I shut down. My pc logs off and says shutting down then the screen goes to no signal, but the computer stays on. Pushing and holding down the shut down button didn't work So I had to cut my pc from the power. It has been giving me this issue ever since. I'm always forced to cut the power. A couple of days latter I disassemble and refurbish the GPU's. All my pc temperatures our now good.

Processor: Intel Core i5-2500
Graphics: Two xfx Radeon HD 6870's in crossfire (Very soon going to upgrade to a r9 290)
Motherboard: Gigabyte GA-P67A-UD3-B3
Ram: 8GB DDR3
Power supply: Corsair AX860 (860 Watts)
Software: Windows 7

BTW my pc can restart fine

About a week I pulled my PC apart again and reconnect all the cables. After that I launched my PC and it tuned on then off repeatedly without booting. I deiced to Reset BIOS by taking out the cmos battery and putting it back in again. Then I turned on my PC. Amazingly it booted and would shut down without any issues!!! Finally all my issues are fixed!!! Merry Christmas everyone!!!

Can you check if the I/O pins are plugged in correctly (the ones for the Power/Reset/CPU lights etc.).
I`m thinking that maybe you touched one of them while cleaning your PC, and either the power button is not connected at all, or in a different place.
 
all i can suggest is you check the wiring from the switch to the motherboard and make sure its connected to the rite power off.
have you tried holding the power button down for 4 seconds that normally forces an off. if it doesnt then yeah id be looking at the switch and wires.

Yesterday my PC was downloading a update for a game called war thunder and it fell asleep. I tried waking it up but nothing would respond. Shutting it down via the shutdown button didn't work so I had to cut it form the power. After that I tried turning it back on but the screen goes to no signal and the computer stays on. The lights on the motherboard are on (forgot to to say that it did this to when it wasn't shutting down). It seems that it does this every time i try to turn it on ):
