I bought a USB 16G new, when I plug in , it says "before using this disk need to format" I had games on it, so when I try to format it says windows can't format this divice, and my USB, its written with Chips Bank Flash, and it has RAW, not a FAT32.. How to fix it?

That is going to wipe the disk, he is trying to save the files if possible. At least that is what I get from the "I had games on it" part.
If you just want to format it, there are several tools to try.
