Im looking for full modular, silent, 80Gold Rated PSU with 30A+ 12V rails

Corsair RM450 450W CP-9020066-EU enough?
or XFX 650W TS P1-650G-TS3X?

I plan to OC my FX-6300 ~ 4Ghz

I don't know your complete build but chance is you don't need more than 450W.

PSU tend to be inefficient at very low load.

You don't need gold rated if you aren't building something like a server that will be on 24/7, 80 bronze is enough.

Only semi modular though.
