Yay or Nay, CPU Cooler?

I have recently started to question my need for a CPU cooler (Fan Cooler) Since im on a tiny bit of a budget plus availability in the Ol' Australia. So anyway should I use the stock fan or maybe go for an CM hyper 212 evo? I wont be over clocking and I want to be running at high maybe ultra settings since im going for an gigabyte GeForce GTX 760 4GB windforce video card. Which if you do mention yes the vgu does have an over clocking feature but I dont want to be using it like ever maybe in later years. I am ranting a bit now so hope I havnt annoyed you! Maybe water cooling? Oh here are my specs and if anyone knows the vgu says it wont fit in my case but it may with removing some plastic or having the bit outside the case since im 2 mm off the size.

If your budget will allow, then I'd opt for the 212 evo like you have selected. Even if not overclocking it will not only cool better but will be quieter than the stock intel cooler. If budget's too tight for now, the stock cooler will work as a bare minimum and depending the tasks you're doing - how intensive and how long, it still may allow the 4690 to heat up as the turbo kicks in.

If not overclocking, taking into account price and potential risk of leaks (even if it's only slight) I'd forget the water cooling.

You don't need it if you're not gonna be overclocking. Maybe you want low temps, Ofcourse. But you could get a better type of thermal paste with more heat transfer abilities then the stock thermal paste. I'd go standard cooler but better thermal paste
 
Took me a minute to get a better view of that card, at least the pci-e power pins plug in from the side since you're pressed to make it fit. I wouldn't trim the plastic on the card since it appears to stabilize the air vanes - maybe you'll have something on the case you can modify. I was hoping it wasn't like my hd 7850 where it plugs in from the end adding to the length.

The plastic things opposite the expansion slots could be taken off or even just filed off?
 
I think so. So long as it's not some sort of mechanism for holding the hard drives into the bays. They look like pci card supports (small slots yellow colored in the pic) used to help take the weight of extra long cards. If it was in the way and that's all it did, I don't see why you couldn't pop it off of there or file them down. If you wanted to get really drastic you could take a dremel tool with a small cutting wheel and remove part of the hard drive bays so long as it didn't make the rest of the bays weak or flimsy and just mound your hard drive down lower to the bottom of the stack. Hate to cut on new cases, but one way or another they can be made to fit.
 
I found some better pics, that yellow vertical piece has multiple tabs on it for the tool free retention of the hard drives. 2mm isn't very much at all, it look like those yellow tabs are curved out to provide a grip for your thumb to release them. Where the tabs (corresponding with the graphics card position) are conflicting, I think you could snip or file that flared end off to make room and still leave it functional for the hard drive(s). Might just use an unaltered slot lower down for your hard drive or use a flat tipped screwdriver like a small prybar to release the mechanism for hard drive removal after you file down that tab.
