My Radeon 7750 card only use 1125Mhz speed?

Here is my PC specs,
Intel Core i3 2100 3.1Ghz
4GB DDR3 1333Mhz ram
MSI Radeon HD7750 1GB GDDR5 graphic card
750GB hard drive
750W PSU
Intel H61 motherboard with PCI Ex 2.0
All drivers are up to date
Windows 8.1 64bit OEM

I cant play games at high only medium why?
When MSI Afterburner shows me your GPU only use 1125Mhz , but my card can carry 5000Mhz
And game is so lag

Far Cry 3 - Medium
Battlefield 4 - Medium

Can I play these games at High , when I searched from the google some people didn't had any problem using PCI 2.0
Is there anyway I can use more than 1125Mhz of memory clock of my graphic card?

The memory on your card runs at an effective clock speed of 1125MHz, but because graphics card memory can be refreshed 4 times per clock cycle, effectively it as if they run at 4 x 1125MHz = 4500MHz, which is the rating you will see on the MSI website.
Far Cry 3 and Battlefield 4 are relatively intense games for that card and you are only using an i3 CPU, so you will be limited to the details settings. Upgrading to an i5 or i7 should help you get the best out of that card.
 
Aside from the CPU, the 7750 is a low end gaming card, overall you should not expect it to play at higher levels in those games.

You may get some benefit if you go up to a Radeon 7770/R7 250X card if you want to play on High settings or on Medium with less lag or even one more step up to a R7 260X

Ok if I buy a Core i5 processor but still motherboard have PCI Ex 2.0?
And is there any generations to pick up from Core i5 and i7?
I have 1024*768 LCD display so others said I can run High settings with that resolution :/

But this card performance most likely same as GTX 550 and GTX 650
And MSI selling this card as a gaming card :/
 
Even high end cards these days barely need more bandwidth than what PCI-e 2.0 can provide.
Your card is in no danger of needing more than what your board can provide.
As I mentioned, an i5 would go nicely with that card, but you do not mention which H61 board you have. It might be possible to put a 3rd gen chip on the board.

I have Intel DH61 motherboard and , Core i3 2100 3.1Ghz processor , if I place a Core i5 2nd gen will it do the trick?

There are gaming cards and there are gaming cards. 7750 is just about the lowest recommended speed for a card you'd buy for games. It won't handle demanding games on higher settings, and you also need a faster CPU although your CPU should be able to run with a one step up card without a bottleneck. A VW GTI is a "sports car" but so is a Porsche 911 Turbo, which one would win a race?

I don't think you should invest in a new CPU now unless you find a used one DIRTY CHEAP.. An i3 is enough for current titles..
My system with i3-3240 and Gigabyte HD 7750 and 8GB of RAM was able to run Battlefield 4, Battlefield 3, Far cry 3 at 1080p with MEDIUM-HIGH settings without any lag! I didn't try to measure the fps but I'd estimate it 30+fps. I also played Far Cry 4 on HIGH settings (It was default) without lags but stopped playing it because of their patch 1.5 memory leak issues.
Make sure you have the latest drivers from AMD's website and that your card is cooled enough as overheating can lower the performance of any card.
BTW, I'm about to upgrade from HD 7750 to ASUS R9 280X (I've already ordered it).. But I'm not a serious gamer anyway and don't care about maxing things out.. So I think I should ordered R9 270X instead :p
