Should I reinstall windows if I am switching GPU and CPU from AMD to Intel?

Probably. But try it. Sometimes it works, sometimes it doesn't.

Yes, I would do a clean install. If you have OEM windows then you may required to get a new license since you're getting a new motherboard.

I don't believe have to reinstall with 8.1. I just swapped my motherboard and CPU out and I had no problems.
