Slow Internet on Windows 8.1 Pro

Ok, so ever since i got my pc 4 months ago i've been experiencing this problem, when i browse on chrome/mozilla/IE it's really really slow sometimes videos on youtube won't load and i need to keep refreshing the page, i also can't get some programs to run properly cause they never load, now i have very bad internet (400kbps down 30kbps up) but my brother doesn't have problems like me on his PC (he's using windows 7) we're both connected to our router by an ethernet cable but i'm the only one having this issue, i never have trouble downloading stuff from steam/browser/torrent etc, but when it comes to loading pages or opening programs that require internet to work it never loads or takes forever to do it, i've read some threads that you can disable the IPv6 or something like that and that fixes the problem but i don't know what that does or if it's important for me to have it enabled, i've tried the basic stuff just resetting the router, changing ethernet cables etc etc, i don't know what to do anymore the best solution so far is to install windows 7 but since i have bad internet i don't want to download all my stuff again, it would take ages, halp.

im using a Gigabyte 970A-UD3P board with the latest lan drivers.

Have you tried moving your computer and connecting directly to the router for the test? This could be caused by the Ethernet in the wall or interference, beyond that you either have a bad Ethernet port, a software issue or a driver issue.

Check the properties on your Ethernet port and disable all of the filters except the default ones, and try the test again.

Defaults are "client for microsoft networks", "qos packet scheduler", "file and printer sharing for microsoft networks", "ip 6", "ip 4", and 2 seperate "link-layer Topology Discovery Drivers/Responder"

Also check your ip configuration and scan for malware.

At 400Kb/s down, you are going to experience slow loading times, especially when watching videos etc.. it doesn't matter if you have the fastest computer in the world, you are only as strong as your weakest link.

That's not weak, even with that speed he shouldn't have any problems to watch videos. I'm sure the internet speed has nothing to do. It must be something else.
