Sapphire Radeon R9 270X Dual-X OC - 1 fan running

Hey guys,
I just completed my first gaming build and noticed a problem or maybe there's not a problem but I definitely want to be sure. I put in a Sapphire R9 270x Dual-X OC, I get video and everything seems to work just fine. But looking in the case, I noticed only 1 fan is running. The fan closest to the ports runs, however the front (towards the front of case) sits idle. I've yet to see it turn on. Is this normal? Will it only come on during heavy loads?

So far I've played probably 3-4 hours of battfield 4 on high settings, I turned on fraps and was getting 60-90fps consistently so i'm not seeing any problems. But concerned since I've yet to see this fan come on. Do I have a problem?

I've tripled checked to make sure the card is firmly seated as well as the 2 PCIE power connectors.

Here's the build:
MOBO - ASUS M5A99X EVO R 2.0
CPU - AMD FX 6300
Hyper 212 EVO cooler
PSU - EVGA 750w
MEM - Crucial Ballistix Sport 8gb (2x4)
HD - Intel 240gb SSD, Segate Barracuda 1TB
GPU - Sapphire Radeon R9 270X Dual-X OC
Case - Ultra Etourque w/ 3 Antec 120mm fans
Lite on 24x DVD/RW
TP Link Wireless N PCI
Win 7 64bit

Try RUN a strees test on the GPU and see even then is the 1 fan just working ,,maybe card is when reaches curnt specific temp,then activate the second fan,but that is to advanced ,that needs a set up, so for normal fabrik card the both fans should work ,go download Furmark and stress the graphic card and see if that second fan is goin to work,if not ,then if you buy ur card somehwere close to your place go tell the problem ,if not if u buy amazon or something like that you tube some answers or google it how to solve this isssue,you can see some instruction to oppen card ans see maybe a fan is dissconected or just not working sometimes is simple as that,use msi after burner boost the fans see if the other = second one will start working..

I have this cards in crossfire, I just had a look and both my fans work 100% time, both rear and front on both cards. Looks like you have a faulty fan but I would run a GPU benchmark just to see what temps you are getting with one fan, I never go over 60c under full load with overclocked cards.
