16GB of Ram but only 3.46GB Available

Hi my pc is pretty good and i just upgraded my CPU and motherboard. In my system settings it says that I have 16GB installed but only 3.46GB usable. Im not a pc genius so am looking to you to help me out because i can't really game with only 3.46GB.
PC Specs -
CPU - Intel i5 4690k 3.5Ghz
Motherboard - Asus Z87 Plus
GPU - EVGA GTX 680 SC 2GB
RAM - 16GB Corsair Vengeance (4x4)
Cooling - Corsair H60
Storage - 120GB Samsung 840 Evo SSD
1TB Western Digital
PSU - Corsair 750W

You have a 32 bit operating system, 4gb minus system needs is all you can use. You need to get a 64 bit OS

You have a 32 bit operating system. That is all the ram it can handle. You would need to reinstall a 64bit copy of Windows 7.

32bit OS is the one and only problem.
Full reinstall to a 64bit OS.
