Office 2007 in Windows 8.1

I find that F2 in Excel does not allow me to change equations in the cell, only in the formula bar. Also curser jumps down 40 lines delayed after input.

Anybody have similar problem?
I tried adjusting settings and re-install of office 2007

This on a Windows Surface Pro 3

Not the touch screen. I am using the mouse that comes with the Surface in the same manner that one would use
any mouse.

Any other thoughts? Or do I just have to download the latest Office??
