The Motherboard is a asus alive -vsta the cpu is amd there was 2-3 gb of ram. I have tried my hard drive with numerous power supply's that I know absolutely work and they power up the mother board just fine but the hard drive will only power up with the faulty psu

ok since the harddrive works on the old psu and not on the new one, then the new one has at least the one bad wire (the one going to the hdd) or you haven't connected it corretly. And by that I mean I have had customers units where they have plugged in a 4 pin adapter to the hdd but never plugged the other end into the sata power cable from the PSU.

You sound like you know what you are doing so that leaves us with a faulty new psu.
