I'm building a PC for my mom. She doesn't play games like I do. I don't know what CPU and motherboard to use, and I don't think she needs a GPU. The budget is $300. Any suggestions? Thanks.

It'd be hard to do new - this doesn't include an os, keyboard, mouse or monitor.

Just an idea anyway without knowing her needs.

go with either a i3 or the g3258 from intel they are usually around 60-80 dollars, or amds new lower power cpus like the althon 3850 or you could go the slightly higher powered FM2 route and grab a A4-6300 which is less than 40 dollars. Either way you choose you wont need to purchase a gpu, they have 1080p playback with no stutters and are cheap and quiet.
