Yes, and it is pretty accurate for those kinds of measurements.
MSI provides a utility called Afterburner.
http://event.msi.com/vga/afterburner/download.htm
Download and install it, then make certain, in settings, that you have it display and record the info you are after; It will record RAM usage, page file useage, CPU usage/freq. and of course GPU. If you have MS office Excel on your computer it will create and save a spread sheet in its file for your review. The tools...

The tools display maintains about two minutes of data that you can look at after you shut down the game; just bring it up onto your screen and scroll through.

hey man its an asus board will it work for my rig ???

Yes, it has MSI's name on it but the brand of your equipment doesn't matter. EVGA has the same program, PrecisionX.
The basic software engine is Riva Tuner.
For JUST CPU monitoring I recommend Core Temp. It seems to be more accurate with AMD CPU's then the other programs. Also, HWInfo64 (google and download).
BUT the Afterburner program is a more complete package for performance monitoring; the two I just mentioned are very good for hardware monitoring such as temperatures etc.
Oh yeah, one more thing: That's a pretty nice mobo. Using it in my wife's build. no problems easy to work with.

hey man i used FRAPS (program) while playing watch dogs .....
and and while on walking or action the fps came around 60 to 75

but while in drive car it droped 35 to 50

need advise coz this is a good build i know it .......i guess something is missing help

It is a good build, and those Frames per second don't look too bad. According to the Watch Dogs information your system is just a little better then the "recommended". If you really need more FrPSec, then you would probably need to upgrage to an R9 290 series card or go with two 7870's in CrossFire.
Metro 2033 Redux does the same thing in my machine: Sometimes running 60-80frames/sec, but during the action the GPU's have a lot more to do and it drops to 25-45. Still very playable, but it is a slow down.

first thankyou all for replying..

buddy i dont have the budget or the capacity for R9 290 series.............since i just have invested to much in this new rig ..................any other suggestion how to get more out this rig ...advise

I certainly understand the 'budget' thing. If the lags are in multiplayer, then it could be the server or your internet.
You can try overclocking your CPU and or your GPU a bit and see if that helps.
I just looked at a few reviews, and I had heard this before, that game has some problems. Have you tried any other games such as BF3, BF 4, Metro 2033, Far Cry (any version)?
I stand by my statement; those are not bad frame rates, especially from what I have read.

no man but gona try cod advance fighter(the latest ) and let u know soon ...and also in other thread some one also said that
1.watch dogs's was badly programed ........
2.most games dont work very well in amd >>>>>>>>(i dont know how far is it true since i;m new)
3.and watch dogs only works to full capacity in i7 only

I'm just going to respond to #2. I have run AMD processors since my first build, over 14 years ago and I have never had a problem in games caused by my AMD processor. My 8120 (smaller older brother of your 8350) provides excellent game play with my SLI'd cards. In Metro 2033 it uses, usually, 6 cores of the 8.
I do not doubt there are games out there that will favor intel: and the i7 is a marvelous, and expensive, chip. but do you need it with your card - IMHO no.
