Issues installing windows 8/8.1 on newly built PC

So I just finished building my PC today. I was planning to install windows 8.1 via usb. I have my product key and everything, and tried to use the enterprise ISO microsoft offers. When I attempted to install windows though, I received a compatibility report saying that my computer started usin the windows installation media, and to remove it and restart my pc so that windows can start normally. How is this possible when windows isn't even installed on my computer yet? Is this common? Anyone can help me out here?

i had one mirrored iso that i used from reddit to see if it would help. Same thing happened. Is this a upgrade vs clean install issue?

Also, I don't have an optical drive, so burning the ISO right now isnt a solution. I dont plan to buy an optical drive just to install windows when i know i can do it via usb
