help with GTX 980 performance on battlefield 4

Hi guys, I've upgraded my pc 2 weeks ago (gtx980 g1 gaming+msi z97 gaming 5+i7 4790k) and decided to start playing battlefield 4 again. But the fps I'm running this game with ultra settings on (100% resolution scale, 1080p) isn't really what I have been expecting.

On 64 players large conquest maps the FPS would trail around the 70s and sometimes the 60s (that is, under very heavy conditions with large amount of smoke, explosions, buildings etc). Otherwise, the FPS stays around 80~110 depending on the situation (however, mostly around the 80s and 90s).

On intensive indoor rush maps/TDM, I almost always get the fps to 100s and 90s since there aren't too much background rendering going on.

Is this the performance I'm supposed to be getting from the upgrade? I use win 7 64bit and have 16gb of ram running on 1333mhz, CPU at stock speed, the game itself was placed in HDD hard drive. I'm a bit upset because I've seen a 780 or 970 running very similar performances or even better on youtube. Please help

updating to windows 8.1 will give an extra 10-20fps and people also might be overclocking there cards on youtube but i would upgrade to win 8.1 and wait for new drivers

Does system update really help? I've heard that win 7 and win 8.1 are pretty much the same, thats why i didnt try to upgrade. However if its really that necessary then i would
