New PC is having problems, need help

So my friend brought a new PC of Amazon and is having serious problems with it, when he turns it on it'll restart within 30 seconds for no reason whatsoever. The PC came with Windows 7 pre installed, he installed 8.1 on it and still has the same problems.

The people he brought the PC off are saying that the reason it keeps restarting is because he wasn't supposed to install the chipset drivers that came with the PC, so now he has to wait for them to send him a copy of Windows 7.

How is that going to solve his problem, surely it's hardware related? He tried a perfectly working HDD with Windows 7 on which he had in a different PC and it still rebooted for no reason.

The people he bought it from are full of (well you know what). First off is it getting past the post screen? Just b/c you plugged in a working hd with a working boot sector doesn't mean that you are going to have success with the hardware change being recognized. Format the darned thing and put 8 on it see if that fixes his reboot problems. Because i think this might be a sector issue.
