Why do some games use more GPU power than others despite maxing out the card?

I also tried the bitcoin stuff a while ago, my gpu was maxed out on around 60% power but full usage, however with furmark, it goes up to around 120% power.

Far cry 3 also uses around 110-120% power, but warframe is between 80-90%, even with the framerate uncapped and nvidia being set to max performance in the power settings.

I've got an i7 930 overclocked to 4ghz, so it shouldn't really be bottlenecking the games, and also bear in mind my gpu usage is usually at 100%, it's just the power it's using which is changing depending on the game.

Really depends on the GPU... ones that are factory OC behave differently depending on the OEM. The game engine also has a great deal to do with it, as more rendered objects or render order can affect performance and requirements.
