24GB RAM detected instead of 32GB in UEFI BIOS

I have just officially turned on my newly built computer. Runs fine, but when in the bios (which is the only place I can go to for now of course)
It tells me I have 24GB RAM, yet, I have 32GB installed.
Each DIMM is detected properly in the RAM summary. Yet the total is different...

Specs:
Asus p9x79 mobo
I7 4930k processor
Crucial ballistix tactical 1600MHz 32gb(4*8gb)

Not gonna put the rest of the information as I don't think it's relevant... If it is, do say so.

I could really use some quick help. Thanks

Anyway,
@tradesman I did all those things as you've said. I even tried switching the places to the black slots (currently on all the blue ones, as told to do so by manual) my bios version is now 4801 (latest) and I set the xmp file to 1 (also tried 2)but all lead to nothing. Same thing, shows all 4 in the list in the bios at 8192MB each. Yet the total memory remains 24576MB which is illogical.

And yes, they are all from the same set.
I have this model number precisely:BLT4C8G3D1608ET3LX0BEU

Couple of things to try - make sure Win isn't limiting the DRAM go to

START> type MSCONFIG in the search box > ENTER > BOOT > ADVANCED > make sure Max Memory isn't checked

no joy, then try raising DRAM voltage to 1.5 still no joy,

test each stick w/ Memtest in slot 1 and see if any have errors

So I decided to do this:
I have RAM placed in slots 1,3,6,8. (the blue ones)
I took out ram slot 8, booted and checked. Still 24gb
Then I replaced slot 6 RAM stick with the ones that 8 had in it. Still 24GB. I have come to the conclusion that this is a faulty motherboard...
Wouldn't that be the most logical thing to assume?

Back again on a new day.
Just tried some different combinations of inserted stick, and I have now ended up on a point where nothing is working.
I have all ram sticks inserted correctly into my 4 DIMMs. And when I power on the computer, the red Memok light is on and nothing is being displayed on screen. No matter how long I wait.
I tried using the Memok button, but it just flashes for some time and the computer powers off itself. And powers on again after 2 seconds, with the red led continually flashing. And it keeps powering off and on like that.
But that's fine... I just turned it off manually and unplugged, and turned on again and the Memok stopped doing its 'thing' and it remains a red light. Nothing on screen, no sounds, absolutely nothing is happening besides the computer being physically on.
I really need help here... Last night it was fine aside from those problems mentioned above in the previous posts.
