Narrowing Down an Odd Failure

I have been having an odd problem with my desktop PC for several months now to the point I cannot ignore it. I am gathering information from others on what could be the root cause because I'm rather stumped.

The issue: What happens without warning is that I lose the ability to use my keyboard and mouse, plugged in via USB on the back of the system. As well my microphone will broadcast random electronic noise and headphones will play sound with a heavy electronic garble or just outright squeal. I still remained connected to the internet, my video does not freeze, system does not crash.

Simply put, it seems my I/O system on my PC crashes and I'm left unable to control it. I have tried plugging a USB device into the front of the PC as I have connected ports there but that does not work either.

The only recover is to press the reset button on the system. I have looked in Window's Event Viewer to see if there is any information about the error (as imperfect as it is) but all it notes is when I reset the system. I have checked thermal issues with the CPU and even GPU just to be thorough and all are running well.

This is the only problem I have, it has no traceable occasions to failure, just lose the ability to operate the system and sound scrambles unexpectedly. Have updated BIOS and windows updates as well. My leaning is toward motherboard failure of some sort though a couple of friends have recommended a possible OS issue.

990FX Sabertooth Mobo (not R2)
AMD FX 8350 CPU
16GB RAM
128GB OCZ Vertex4 SSD
2 x 1TB WD HDDs not in raid
GTX760 video card 4GB memory
HAF922 case in regards to the forward ports
Antec Earth Watts 750 PSU
WIndows 7 64bit

Secondary: If it is indeed a motherboad, if I buy a different motherboard, would it be best to go with a fresh install of Windows or attempt to uninstall the drivers for the current motherboard?
