Computer won't boot from any device

Hello, so I'm trying to fix a computer for my friend, to give you a small back story of the problem... He started having problems with his operating system (Windows 7) it eventually wouldn't boot into Windows, he ended up getting a new hard drive and that's where I'm at right now. He installed a brand new hard drive and I can log into BIOS but I can't boot from anything! I see USB devices, I see the CD drive, I even see the hard drive but I can't boot from any of them. I have tried resetting CMOS and disconnecting all the devices with no progress. I appreciate any help at all thank you so much!

System: Dell XPS420
BIOS VErsion: A06 (06/23/08)
Processor: Intel(R) Core(TM)2 Quad CPU
I have a graphics card installed, a hard drive, a cd drive and a front panel USB/headphone jack front panel device. I'm trying to install a 64 bit version of Ubuntu which I have the iso file on a DVD and on the USB stick.
