Would my NON-gaming system benefit from an entry-level graphics card?

My system:
Haswell i5 CPU with Intel 4600 onboard graphics
2 x 4GB DDR
Crucial SSD boot drive
Asus Z87C mobo

My usage: zero gaming or video editing; Web browsing [20-40 Chrome tabs open at a time] and Office apps, passive multimedia use.

Was looking at this $40 Asus graphics card

1. So would having this graphics card free up additional CPU resources to give me a slight boost in speed?

2. Would there be any noticeable improvement in how quickly graphics-heavy web pages load, how quickly YouTube videos load, or any advantages during video playback in VLC or Pot Player?

3. Or would it be just be a waste of money?

It would free up a bit of system ram, but would be a waste of money. I believe that card is actually slower than the Intel 4600 graphics. Your internet speed matters quite a bit more, as far as web pages/youtube are concerned. For video playback, in VLC and Pot Player, a dedicated card may do a bit better, but not that one.
