How to use a device (phablet) to connect to the internet at home without a landline phone, computer or laptop?

Hi! My name is Bonnie Lou. I am completely novice and a beginner of todays tech devices; so please, bear with me. Thank-you! I have never owned or used a cell phone, smartphone, tablet, etc. WHAT I WANT: I want to buy a phone tablet (I think their called (phablets), that I can use to have access to the internet, at home and on the go. I have Cable TV with Comcast. But; I don't have a landline phone, computer or laptop. (I am currently using a friends pc). I see people with their smartphones and other devices that they are using but their not hooked up to nothing or plugged in to an outlet. How does that work? WHAT DO I NEED & HOW-TO: How and what do I need to get on the internet, at home and on the go; using a phablet? A step-by-step instruction guide, along with all your help and support will be greatly appreciated. NOTE: A list (if able), of the best devices, prices, deals, etc. would also be helpful. Thank-you! When you get the phone/tablet you will need to get a data plan with the service privider, that is how you get online. Keep in mind that you have a limit of how much data you can use so if you walk around watching HD movies on the cell data plan you will use up a typical 2 gig plan in about 2 movies.

To use it at home, you need to get internet service not just TV and get a wireless router, connect the phone/tablet to the wifi signal.

Was not helpful! It only showed how to get wireless internet with a computer. I need to know how to get it without a pc or a landline phone.
