Yep, replace the PSU. HCL... never heard of them. They didn't bother to label the amps and rails specs on the side of the PSU, a big sign that it's a cheap unit. The PSU is the core of your system, if it overloads/fails not only can it take out the entire system with it, it can also start a fire. I would definitely get a new PSU.
I could suggest one if you gave me a budget for the upgrade.
