Windows Vista-Insert Disk when there is one; added RAM; bought external-same error message

I'm running Vista home basic. Drive E is CD/DVD drive. My PC wont recognize any disk inserted. I ran hardware diagnostics and device manager and says device is working properly, but no matter what type of CD or DVD I insert, the door comes back open and says "Insert Disk Drive E:". I did a deep scan and made sure that drivers are updated. I tried replacing RAM & that was not the problem. I bought an external drive and still get the message "Insert Disk". Any ideas? Please HELP!
