Pc powers on, shuts off immediately

Hi guys, have a bit of a tricky situation here, hoping someone can help.

I just bought a new psu (rosewill capstone 750-m) and graphics card (r9 290x) to replace my old raidmax hybrid and 6870. After getting the new card and psu installed, I pressed the power button and my system lit up, then immediately powered off. I double checked all my connections, made sure everything was seated properly, and same thing happened.

Now here's the part Im finding a bit tricky: to be sure it wasn't just a missed connection or faulty psu, I reinstalled the old psu and card. Same thing. Just a flicker, then powers off. When I flip the psu switch and remove the power cable, there's an audible 'tink' sound. Not sure if that's normal as I've never heard it before.

I've looked through all the posts I can find that have similar problems. I've tried powering on without any graphics card installed, unplugging and re plugging all connections, and pretty much every other troubleshooting tip I've come across.

Does this sound like my mobo may have gone out or possibly a short?

Any help is greatly appreciated.

My guess would be that there is a failsafe on the motherboard that is shutting everything down to prevent damage, either that or the motherboard is simply damaged.

When you tried with your old PSU, are you sure that you replugged all the cables from the PSU into the mobo? I'm guessing the PSU connects to the motherboard in two different places, one 4 pin plug and one larger flat plug (I forget how many pins).

@20salmon: Indeed. Mobo has an 8pin and 24pin connection, both were plugged

@helpstar: mobo is an MSI 870s-g46, processor is an AMD Phenom ii x6. Will get pics when I get off work.

Note: It didn't occur to me until just now that one of the pads the psu rests on looked like it may have come off. Could this cause it to ground itself out?

Tinker may not be the best term. Really all I did was unplug/ replug all of my connections. Also moved the 24pin cord to the inside of the case instead of looping it through the cable management holes.
