Computer lights come on and fans spin for a second, then everything dies and this repeats until I switch the psu off.

The cpu fan is spinning
I have tried booting with the network card and graphic card removed.
I have tried booting with one ram stick and no ram.
I have unplugged the power button and shorted the pins with a screwdriver.
I have tried a different power cable.
I have tried booting with all of the hard drives, disk dives, and everything non essential unplugged from the psu and motherboard.
I have checked the psu cables that plug into the motherboard.
I have checked the voltage switch on my psu.
The only things that I know of that I have not checked is to look for thermal paste leakage, a short on the motherboard, and to try a new psu.
Does this sound like motherboard, cpu, or psu. I have gone through other threads and not found the solution. thank you.

I built it 2 years ago and have never had a problem with it. I will try taking the motherboard out.

I tried taking the motherboard out and booting. I also tried a different psu. I checked for bad caps. The cpu fan was plugged in the whole time. It still does not work and nothing has changed. I am guessing this is a bad motherboard.
