I want to build a mid-level gaming rig. I will just be changing my CPU. Total cost shouldn't exceed $450 or Rs.30000.
The things that I will change:
Processor (Can't afford an i7 right now)
Motherboard
RAM (Minimum 8GB)
PSU
Cabinet

I have a ASUS NVidia GTX 650 and 1.5 TB HDD which I won't replace along with my other peripherals.

My old RAM is DDR2. I sort of stopped playing games on my PC way back. That is the basic reason for changing it. If you could just help me with a good suggestion regarding this it would be much appreciated.

That is what I could do for you, you cannot overclock the cpu, but you could not anyway with the stock cooler, and with the other parts, the additional cpu cooler would put the cost ever more over budget, even the $30 hyper 212, i hope $15 is not too out of budget for you, if it is, you can change the case out for a cheaper one

This is a solid system and will work with your graphics card and hard drive. You should upgrade the graphics card next, as that will be a bottleneck in games. You can also downgrade this system a bit to get a better graphics card, whichever suits you.
I suppose you'll be buying it in your country? Then here's the build:
