New build having stuttering issues.

So I just built this computer on Sunday. It's having some issues with stuttering randomly. When opening programs or searching the web & Also does it when installing new programs and downloading updates etc. Getting the not responding issue frequently. I downloaded cpu-z and been checking my CPU temps but the CPU is at 28-30c when it's stuttering. It's been stuttering when default speed and not overclocked. Currently it's overclocked to 4.5ghz. Any ideas what could be causing this issue?

Also was testing it today and it seems like when i'm opening programs or things are loading if you click the current window it stops responding an other windows will still work but if you click on the other windows an start messing with them they will also stop responding.

if you're ABSOLUTELY sure that you have the correct chipset and other motherboard drivers, then i would try doing normal things with less/different RAM, to see if maybe it's a bad/malfunctioning stick
 
Try with a single graphics card.
Be advised that your Coolmax PSU is most likely very low quality. I couldn't find who actually makes that one in my usual references, however based on http://www.johnnylucky.org/power-supplies/psu-lemon-list.html I would not trust it for its full labeled output (remember that 80+ tests at the unrealistically cool 23C). I don't think it is the cause of your current issue, but it is something that bears watching.

I will try the testing the memory and I will go head and change out the power supply to a more reliable brand soon as I get home, I would rather not risk being short on power and ruining this pc when i'm overclocking this rig.
