Many network problems with new ISP: cable unplugged, 2 min later it works, timeouts etc... Old ISP still works, Need Help!

Hello everyone.

I've been scratching my head and looking online all day today trying to find a solution to this problem and not fix yet. Last solution is to reinstall windows I think.

PC Specs:
i5 4460
8 GB ram
1TB 7200rpm HDD
Intel I218-V NIC
Windows 8.1 Pro 64bit

Before I go on: all drivers are up to date, did a clean sweep, no residual or conflicting drivers found.

Connection is done via a pppoe type connection with user and pass.

When I first start my PC it shows cable unplugged. If I leave it like that for 1 min, it starts alternating between unplugged-network available every 1-2 seconds, another 2 min pass and it shows network available.

I use the pppoe connection, first time it always gives: error 651: the modem (or other connecting device) has reported an error. (even tho cable is straight into my pc from the pole outside), press connect a 2nd time immediatly after that error, works fine. Tested it 35 times so far.

Next problem, speed is stuck at 10Mbps when it should be 100Mbs. Intel driver is set to auto-negotiate. If I try to set any type of duplex or speed it will show cable unplugged no matter how long I leave it like that.

I also get 3-10 timeouts for every 20-30 successful pings to any server in the world (tried about 40 websites and IP addresses so far).

Tested the new ISP connection on another PC with Win 7, worked flawlessly, 97mbs average download speed on different tests, no timeouts no nothing.

Tested another brand new cable that I bought, same thing. My machine crap, 7 year old win 7 machine with windows never reinstalled, works right away...so cable is good.

If I plug in my old ISP's cable, works instantly no problems whatsoever of any kind.

I restarted the PC after any change like modifying the duplex and stuff just to be sure, no results. Tried removing ALL the drivers, then installing them fresh, no change. Tried the power off pc for 10 min, unplug from wall socket type solution that some people with somewhat similar problems had, no results.

What can I do? It's driving me nuts.

Because you have a direct connection its hard to diagnose without having access to the switch/router from the pole. It could be as simple as the equipment requiring the latest firmware upgrade to be compatible with your Windows 8 install...

Already did, they sent some guy checked the switch there, checked the cables, all good but he didn't know enough to give me any advice other then to reinstall drivers or to buy a new NIC. Tested it on a friends laptop now, works just fine for him on Win Vista.

Someone else suggested that it's almost surely a hardware failure...but if that's the case why is my other internet connection working flawlessly?

I think it might be the MTU. Pppoe connections are 1492. While you can change the MTU on windows 8, I have yet to see a method that keeps it permanently. Everytime you reboot the computer, the MTU will be reset to 1500. You can try setting it to 1492 and just leave your computer on for a while.

Also on the new ISP it says link speed is 10mbps once it connects. If I plug my old ISP cable, it says 100mbps even tho my old ISP is ~20mbps tops, both on auto-negotiation.

Could there some incompatibility between my intel nic and the switch on the pole? Or does the RJ connector need to have the wires differently placed inside that little plastic connector? I've looked at both connectors and the wire colours are not in the same order on the new ISP cable

I'm just trying everything now lol.
