new build, can't install win 8.1 pro (pc won't restart)

I'm trying to install windows 8.1 pro on a custom build (details below). When I go through the install process it runs up until it needs to restart. At this point the PC will not reboot. If I do a hard reboot, it will give me an error and won't finish install.

I'm thinking it has something to do with the motherboard (no restart even when restart button is pressed), but the SSD (had to format it, but now unable to install to it). I'm not sure how to fix this, it seems like I'm making it worse.

Build Details:
- MSI Z87-G41 PC Mate LGA 1150 Intel Z87 HDMI SATA 6Gb/s USB 3.0 ATX High Performance CF Intel Motherboard
- Intel Core i7-4790K Haswell Quad-Core 4.0GHz LGA 1150 Desktop Processor
- Rosewill 1000w power supply; bronze 80 plus
- rosewill rnx-n600pce
- SAPPHIRE DUAL-X 100373L Radeon R9 280 3GB 384-Bit GDDR5 PCI Express 3.0 CrossFireX Support Video Card afterwards)
-Team Vulcan 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory
- Corsair Force LS Series CSSD-F240GBLS 2.5" 240GB SATA III MLC Internal Solid State Drive (SSD)

Try to update bios and see what happens. Remove the graphics card completely from the slot. Try to use one of the two ram sticks. Also why can't you install on SSD? Reseat all cables/memory sticks & Reset CMOS .




check ram with memtest86 .

If this doesn't solve the problem try to RMA motherboard .

I did check it several times. It is plugged in correctly as described in the manual. Unless it's faulty.

Sorry, I forgot to mention that in the post.

Sorry it took so long to update. The problem, in 2 folds, is fixed:

1. computer was not rebooting, but after updating the bios, as PATRICKIT suggested, it was working fine.
2. the install for win8.1 pro was not going through, but after removing rosewill rnx-n600pce, it went through to completion. I even had a hard time installing the correct drivers as the ones that came with the wireless card didn't work. according to the product page on newegg, these are common issues.
