I overclocked my cpu to 5ghz and on prime 95 I got errors. I reset the cmos by reseating the battery then overclocked it to 4.8ghz and now my pc wont restart after I reset the cmos.

I raised the voltage from 1.49 to 1.5v

I tried to turn it on and all the fans are working except the cpu fan

Could it be my motherboard that is broken or my cpu?

Ouch..resetting the cmos should have set factory defaults and cleared the overclock. Not sure what processor this was. Many have a thermal guard that will 'throttle' them when temps get too high but not sure it's designed to handle an extreme oc. That's way too high of an oc to just jump into. Most overclocks begin low and slowly increase a little at a time until instability in prime95, then backed off a bit to regain stability. Also it's been talked about that the new prime95 is a real killer and should be run (on haswell) with small fft's.

That might have been an expensive learning curve as an introduction to overclocking. Even people who obtain high overclocks don't just go balls out right off. Hopefully that's not what happened (fried cpu).

Doesn't sound good at all. Did you overclock by slowly increasing the multipliers in small increments? If not why did you go for 5GHz before trying 4.8GHz or lower? Resetting the CMOS should have brought every setting back to default meaning the PC should boot if everything is working correctly.

That's a little weird. 1.49/1.5v should not be enough to fry an 6800K and 4.9/5GHz is perfectly possible with the 6800K also. Do you have another FM2/FM2+ CPU you can use to test the motherboard. An H55 is better than a stock cooler but I don't know if it's strong enough to cool a 4.9/5GHz 6800K. Is the PC not booting at all?

I dont have another to test the motherboard. no my PC isnt booting at all. I was watching the temps and it never went above 50C.

I ended up having to replace both the mobo and cpu but it is all working now.
