Radeon HD 7850 Problem - Horizontal Waves / Tearing

I am losing my hair, please help me on this one. Every time I watch a video on YouTube or in My Computer I get some horizontal lines/tearing on the screen. Note that this does NOT happen when I'm playing games or using 3D applications. I have Radeon HD 7850 1GB from Sapphire and I'm using Windows 7 64-bit.

Things that I've tried so far:
• Update to the latest AMD driver
• Use Asus GPU Tweak to increase 2D settings
• Disable graphics hardware acceleration in video players and browsers.

These 2 fixed the tearing when playing games, but not when watching videos.
• Use Radeon Pro and D3DOverrider to force v-sync and triple buffering
• Replace the DVI to VGA adapter that comes from the graphics card box with DVI and HDMI cables.

this is due to frames not syncing with each other the best thing to do is turn triple buffering on from control catlyst center and than if that does not help turn vsync on in the game itll lock the game 60fps and you wont notice any tearing
