Problem: PC restarts 3 seconds after being shut down

Hi everyone,

my new computer restarts about 3 seconds after the lights went off when I shut it down.
It seems to work just fine while it is running and I have no other troubles so far, but haven't done a lot on it yet either.
My build can be found here (save for the additional case fans which haven't arrived).
I'm running a Windows Vista SP2 32bit system at the moment which I still had at home.
Update:I also installed Windows 7 SP1 32bit, with all updates, and it hasn't changed anything so far.

I have set the computer to not reboot on critical error, but I haven't encountered any BSODs since my last reinstall with at least 10 attempts to shut the computer down.
If I turn off the power at the electrical socket to the computer directly after the LEDs turn off when it has shut down it stays off until the power button is pressed even if I turn the power on the socket on again.

So far I've tried:
- shutting the system down using the power button. It does the normal shut down sequence, then starts on it's own 3 seconds later
- several reinstalls
- shutting down from Windows safe mode
- disabling any sleep state/ wake up option I could find in the BIOS
- unpluging and reinserting the RAM as well as all cables, except the power cable on my SSD (which I couldn't unplug and just pushed in again) and the wiring to the case power and reset button, which I simply checker
- disabling all network devices in the hardware manager and then shutting down
- disconnecting the mouse and keyboard, then shutting down using the power button
- using a linux (suse 13) installation disk and shutting it down using the option in the installation menue
- checking that all shut down buttons are actually set to shut down
- using the arrow -> shut down option in the start menue
- checking in the device manager that my wlan card is unable to wake up the computer
- installing windows 7

I haven't yet tried updating my BIOS.

Does anyone have suggestions I could try in the meantime? Any likely sources of the problem? Advice on how to test if it could be a hardware problem? I'd really like to get this sorted before going away for Christmas.

Solution
So in case anyone encounters the same problem: I updated the BIOS to the newest version and loaded the recommended UEFI settings in the BIOS setup. Now the PC shuts down properly.

I don't have a different one, but I'll see if I can borrow one from a friend, thanks.

 
Since there are no vista drivers on the Asrock site it may not be compatible with Vista

And since youre using vista you wont get these features either

*Due to chipset limitation, the Blu-ray playback of Intel® HD Graphics is only supported under Windows® 8 / 8 64-bit / 7 / 7 64-bit.

***Intel® InTru™ 3D is only supported under Windows® 8 / 8 64-bit / 7 / 7 64-bit.

And it doesn't list vista as an OS under the specs for this mbo

- Microsoft® Windows® 8.1 32-bit / 8.1 64-bit / 8 32-bit / 8 64-bit / 7 32-bit / 7 64-bit

I hoped that was the problem as well. However, with a Windows 7 32-bit installation, all updates and all drivers the problem still persists.
