My friend currently owns an xb1 and wants to go over to PC. I told him I would help him build it if he bought the parts. He needs help picking the parts for such a small budget. He will need Windows. He already has a mouse, keyboard, and a monitor. Help anyone?

He wants to play modern titles eventually (probably distant future). He's into a lot of indie games to. He will be playing Garry's Mod, LoL, and Minecraft for sure.

Yeah, staying under $300 is pretty brutal of a budget since you ideally want 8 gigs of memory and at least 1tb of hard drive space. I would probably stick with an AMD APU as you can at least have a decent core w/o having to split the budget between CPU and Graphics. The Pentium listed by Jeff is decent right now, but will quickly become a bottleneck with only 2 cores and limited cache.

Amar's is probably your best choice in that you can add more memory as well as a video card later; even though only 430 watts will give you limitations in video card choices.
