i5 4690k Overclocking help

Hey so Ive just built my new pc and i have been trying to push my cpu to at least 4.3Ghz. Instead of the base clock being boosted the turbo clock is being boosted to 4.3Ghz. I have tried disabling the turbo boost in bios but when ever i change the multiplier it just re-enables turbo boost. All power saving features are disabled. Any Ideas on getting the base clock up to 4.3GHz?

CPU- i5 4690k
Cooler- Hyper Evo 212
Mobo- Asus Z97-A
GPU- Gtx 970 MSI Twin Frozr
