Help me make my PC quieter (jet engine)

At the moment my PC sounds like a jet engine. This coupled with really open back headphones is driving me insane.

I think the noise is probably due to both my PSU being under ridiculously high load (90% or more) and my case/CPU fans being low quality and noisy. I used a PC power consumption calculator and it told me my usage was around 700-750W. I'm guessing when your power consumption is close to 100% the fans get incredibly noisy.

I've tested the sound pressure outside the case and it's around 66dB (using an android app on my phone). I had the phone pressed up to the case.

I was thinking of getting an 850W PSU: http://www.amazon.co.uk/EVGA-Super-NOVA-Power-Supply/dp/B00J299ALA. Also, is 1000W a viable option for me?

It looks like the upgrade would make no difference in terms of sound. Am I missing something?

Even when I unplugged the case fans from my PC to isolate the noise from the PSU, the PC was still very noisy. My brother's PC is the same as mine, but minus the second GTX 660Ti and sound card. His is whisper quiet when compared to mine. He also has nice Fractal Design case fans that are really quiet.

For fans I was considering the "be quiet! silent wings 2" for case fans and the "be quiet! shadow wings" fans for my 120mm radiator. Any alternatives fans which are a really quiet and are sufficiently powerful?

- 2 x GTX660Ti's (quietest non-reference version) in SLI
- 2 x 4GB DDR3 RAM
- Antec H2O 920 CPU water cooler
- Soundblaster Z
- OCZ ZS series 750W PSU
- Samsung PRO 256GB SSD
- SanDisk 240GB Extreme Pro SSD
- WD Black 1TB HDD

Any help would be greatly appreciated!

A 3570K OC'd with a decent voltage bump can pull well over 100W, plus the 660's SLI'd (especially if they are overclocked as well) and easy to pull 700W+

700W is still over 80% of what a 850W PSU can deliver.

Either look at a bigger PSU (~70% load on a 1KW unit) and possibly a case upgrade to something that will help trap the sound (like a Fractal Define R# series).

Might not hurt to remove each of your 660's, one at a time, for some testing - see if the reduced load makes a big difference as it is setup, or possibly one of your GPU's is stuck and always running 100% fan speed.

Alternatively - sell the pair of 660's and look into something like the GTX 970 - might not gain much performance but would drastically reduce the power draw from your PSU, reduce your monthly electric bills, and depending on what you could sell them for - might not be a big cost difference vs a quality 1KW+ PSU.
