CPU Fan vibrating and making high pitched noise at 2200RPM

Hello, I just recently bought a new heatsink (Hyper TX3) to replace my stock one. After installation when playing games I noticed a high-pitch noise and did some investigating using prime95 and hwmonitor to watch fan speed and found out it was from vibration caused from my cpu fan being at an RPM higher than about 2200.

Heatsink: Hyper TX3
CPU: FX-4100
MoBo Socket type: AM3+

If I put my fingers on the heatsink or fan the vibrating noise would stop. This also doesn't happen when my fans are at a lower RPM (they idle at around 1300RPM, but go to 2200+RPM when gaming). I then went in my bios to see if I could control the speed but the only options are either too have it run at 100% all the time or have it adaptive to the CPU heat (my CPU idles around 25C and it around 45C under full load). So my question is, is this normal or a faulty CPU fan that I should RMA? Also, will this vibration damage my computer (like the CPU, heatsink, or MoBo) if I don't fix it right away?

EDIT: Checked BIOS, can't find any silent option for my fans. My MoBo is: Gigabyte GA-78LMT-USB3 and the BIOS brand is: Award Software International version F3. Here is a picture of the BIOS options: http://prntscr.com/2jgdxv

If you have it enabled it adapts to your CPU's temperature, and if it's disabled its makes the fans run at 100% speed (which seems to be 2600RPM for my fan).
 
Solution
It looks like an inadequate CPU fan speed profile.
Basically your temps are super low (which is good) but your RPM are damn too high.
My TX3 never goes above 1200RPM under full stress (60°C-70°C CPU temps are more than acceptable).

Go to your BIOS settings and look for fan profile.
You should have a silent preset, and you should even be able to input a custom profile.

Make also sure every screw from your mobo and CPU cooler are properly tightened.
