Installing 16gb cl8 in dual channel or cl9 in triple channel

I have an older motherboard that allows for either triple or dual channel RAM but there doesn't seem to be a lot of good options nowadays for packs of 3 sticks so I'm looking at either getting a pack of 2 sticks 2x8GB with timings of CL8 for dual channel or a pack of 4 sticks 4x4GB with a slower timing of CL9 but will run in triple channel mode. The packs are roughly the same in price with a difference of £5 which is the better configuration?

I've just re-checked motherboard spec sheet an it says it only supports 1GB, 2GB and 4GB sticks up to "3 channel mode" so I guess this means dual and triple right?
It also says "Supports x8 / x16 data lines per DIMM" what does this mean? As I did a compatibility check on Crucial's website and it says this RAM is compatible

but it's spec is x64 and uses 1.35 volts whereas my motherboard says 1.5 volts would 1.5 just be the maximum?
