i7 4770k OC Cooler, R9 290 tri-x PSU

Hello, I was wondering what cooler to get to OC my 4770k to 4.0-4.1Ghz and still run a little cool. My case is the corsair 750D, and I don't want to spend more than 80-90$.So, AIO CL or air cooler? Also, will the Seasonic S12G 650W PSU be able to power my system without issues, or should I get a 750w one to be sure?
 
Solution
A Noctua D14/15 will do just fine, no need for AIO. Noctua will be cooler, quieter, better at that price point. And SeaSonic 650W is plenty for the build, no need for more wattage.

Thanks for your input. I currently have a low quality 660w and it can barely hold itself. And during those seconds that the r9 draws more power, it just sounds like an airplane taking off.
I mostly wanted the AIO for the cool look it provides, as my case will have a window, but i've read some horrible things and I just want my build to be fine over looks. So the D14 will be able to drive 4.0ghz with not exceedingly high temps?

Wow and it is usually recommended as a silent one. Amazing. I'll take that over looks, definitelly. Is there anything I need to know over space for my case or anything? Thanks for the help so far mate.
