Dell OptiPlex 755 Low Voltage Battery Replaced and now won't boot. Once windows tries to boot it loops back to system repair or start windows normally and nothing when I start normally and if I try the system repair, it doesn't repair.

That ^ may be it although you probably need more than just "incorrect settings".

Check in the drive options in the BIOS, would be SATA, IDE or LEGACY. If it's set to SATA, change it to the other one and vice versa. The battery change likely set the BIOS to defaults and if Windows was installed in one setting, it won't boot till you change it back.
Does it do the same thing in Safe Mode? You will likely need to re-install Windows but first do a disk scan with a boot disk like Hirens or Ultamite Boot CD to check for hard drive issues. If they find any errors, get a new hard drive.

May be a good idea anyway to get a new drive to install Windows on, that way you don't have to worry about trying to back up your files with a Linux boot disk or something. Just install Windows on the new drive, setup your original drive for backups and to restore the files from.
