CPU Volts jumping up and down underload

My CPU voltage is jumping up and down under load, for example Prime95. I was watching in CPU-Z the voltage jump up and then down every second. It was going from 1.454 to 1.646 volts.

When the CPU idles the volts jump and down between 1.464 to 1.5 volts. My operating frequency stays the same under load and idle. I am running the AMD Phenom 965 X4 at stock speeds (3.4 GHz). Is this normal, or is something going wrong?

Btw, I have that same processor sitting unused on my shelf, and a Sapphire Dual X R9-280 sitting there too. When I last had them in service together on a MSI 785GM-E65 board, I had the CPU VID set at 1.475. But it fluctuated a lot...

That is dynamic voltage regulation that you are seeing. And the app you are using only updates probably once every second or more often. It doesn't sound unusual depending on what the pgm running in the background is doing at the time. Have you compared it with any other voltage monitoring apps?

I gave HWinfo a try. Only opened up once and no longer opens up. The voltage did stay constant at 1.488 volts. It was not overheating (stayed bellowed 50c). Thanks for the help.
