Completely rounded out build and I was wondering if anyone has any final constructive criticism before I purchase the components and build this. In the future I was looking to run dual graphics cards as well. Looking to OC to 4.0ghz

Looks great! It will max most everything out on that monitor :)
Just some personal things i'd change... like if you were going with a 970, i'd spend a bit more to get the G1 970 from gigabyte.
And a bit bigger case for better airflow and future space :) Corsair 300r is a nice one to start with.

If you plan to upgrade to 2x graphics cards, upgrade that PSU to 850W or higher. That rig will run any game at 60 fps at 1080p, anything beyond 1080p and you will have to turn down settings (in demanding games).

1866 memory is enough, you dont need 2133. motherboard is too premium for the components. z97-sli from gigabyte saves you anothet 40€
ps: if you are gonna oc the hell out of it your build is aceS but you need a better cooler (noctua d14 for ex. ) just my 2 cents here

2133 is literally the same price, I figured why not. and I only planned on OCing to about 4.0. is my cooler good enough for that?

850w is more than two times what the whole rig would use, isn't that overkill even with dual graphics cards?

Is the spec-03 not great for my build? for the price point I thought it matched perfectly. also I read that the only real difference between the 970 companies are the cooler on them, which company has the best cooler? also I wanted the software that comes with the msi card, which was another reason for it.

The components you picked will work fine together. But for me personally, I prefer a case with more space for airflow and extra cooling options.

The asus Strix, sapphire tri-x, and gigabyte G1 are the best pre-installed 970 cooling solutions out there right now.
The G1 offers the highest headroom for overclocking. Most power adapters, solid backplate, etc
The only software I use for my GPU is MSI afterburner. It is free to download and works with all cards.
